Technological innovation is important to optimize the investment structure, foster consumer demand, promote independent innovation, accelerate structural adjustment and promote industrial upgrading,in the mean time it is also an important measure to promote the transformation of industrial development and achieve scientific development. In recent years, financial support for technological innovation at all levels of government continue to increase, technological innovation performance evaluation of special funds is becoming more and more important. In this paper, by analyzing the performance evaluation of public research in theoretical approach and in domestic and foreign financial resources Performance Evaluation System Design of special studies, the following summary, binding performance targets and implementation system for special fund transformation project of the city A, based on logical framework law theory, design a special fund for city A transformation project performance evaluation system. Using this index system,40 transformation projects that has been put into special funds were evaluated.From funding and support, project implementation and management, project completion and output, the effect of the four dimensions of the project was evaluated and analyzed.Combined the actual situation, the effectiveness of the implementation of special funds city A transformation project, problems were analyzed and summarized in the mean time put forward the corresponding countermeasures.This article provides performance evaluation of special funding project for industrial technique reform with referential index design philosophy, methodology and index system, presenting imitating significance in improving the standardization level of funding management and utilization.
