Since the reform and opening up,the reform of the fiscal system is the main part of China's economic and political restructuring.From the beginning of the financial package,to the landmark tax reform,to the fiscal transfer payment reform,through the core of the core essence,is to implement fiscal decentralization.In 1994,the reform of the tax system directly resulted in the imbalance between the financial right and the right of the government at the central and local levels.It can be said that local government debt was also born.Large-scale propulsion of urbanization,under the background of the international financial crisis in 2008,the central's 4 trillion economic stimulus plan,followed by the central government instead of release the hundreds of billions of local government debt in a row,these factors have helped the local government debt increases sharply,many problems has surfaced.Based on the practice of fiscal decentralization,this paper analyzes the current situation,problems and causes of local government debt in China,and finally puts forward relevant policies and Suggestions.The thesis is divided into six parts.The first part is the introduction,including the background of topic selection,theoretical and practical significance of the research,literature review,research ideas and methods,innovation points and deficiencies of the thesis.The second part elaborates the local government debt theory.The concept and classification of government debt,as well as the historical evolution of China's local debt system.The third part combines relevant data to analyze the current situation and problems of local government debt.The fourth part analyzes the cause of local government debt problem.The fifth part puts forward the policy recommendations.
