In recent years,with the acceleration of the process of urbanization and industrialization in our country,the situation of water pollution is more and more serious,which has seriously polluted the water environment and requires more sewage treatment plants to be put into operation and treatment of sewage.However,the construction of sewage treatment plants in our country is not enough and its stock is not high enough.It has lagged behind that of the current socioeconomic development for a long time.Moreover,the contradiction between the demand for larger and larger sewage treatment projects and the limited financial support of local governments will make the expenditure allocated to the construction of sewage treatment projects far from being able to cover the needs of the existing socioeconomic and public needs in this respect Expenses,high government spending and low returns are also widespread.The wide application of PPP(Public-Private-Partnerships)in the waste-water treatment industry can activate large quantities of idle and depleted existing waste-water treatment plants in combination with the technical advantages of the government and social capitalists and promote the development of new projects to address water pollution control problem.However,due to the complexity of the organizational structure and operation mode of PPP,the waste-water treatment project has its own characteristics,making the risk factors of the waste-water treatment PPP project more complex and reasonable.The risk sharing is the key to the project's success.This article starts from the point of time when the government purchases the social capital and negotiates the cooperation intention of both parties,and makes an in-depth study on the ways of reasonable sharing of the risk of the PPP project between the two parties and hopes to provide some theoretical guidance for the reasonable sharing of the project risk,To promote the smooth operation of such projects.This article chooses the government departments and the preselection of social capital to negotiate the intention of cooperation at this point,focusing on the two parties(or third-party agencies)in the sewage treatment PPP project risk sharing.First embarks from the sewage treatment the PPP project risk sharing theory review,Outlines the PPP model definition and operation process,the concept of risk sharing and the PPP project risk sharing and study waste-water treatment,the necessity of PPP project risk sharing and the share of problems.Secondly,the risk factors of the PPP project and the main subjects of the project are discussed.The risk of the PPP project is divided into the project external risk and the project internal risk,and the two risk sharing main bodies of government departments and social capital are elaborated.Then,the principles of risk sharing of PPP projects should be summarized,a reasonable risk sharing framework for PPP projects should be formulated,an indicator system of risk sharing for risk sharing should be established and a quantitative risk allocation model based on AHP should be established,So as to let government departments and social capital parties understand their own reasonable range of proportion of share before and during the negotiation of cooperation intention and provide a theoretical basis for the two sides to negotiate risk sharing.Then,based on the above research,some suggestions about the reasonable risk-sharing of waste-water treatment PPP project are put forward.Finally,the theory is applied to practice.For risk sharing of sewage treatment PPP project in South Station of Songshan New District,Jinzhou City,the reasonable sharing framework is established by using the previous research.Taking the risk of financing availability in risk sharing as an example,AHP The model calculates the respective proportion of government departments and social capital to share a reasonable proportion.
