With the joint efforts made by the central and local governments at all levels in terms of financial investment and administrative measures, great progress has been made in the cause of sewage treatment. As a project of public interest, researches in the construction of sewage treatment plant are still few in regard to customer satisfaction degree. How to effectively improve the measures taken to deal with the construction phase of the project to give the customers satisfaction has become one of the most important problems in the development of the sewage treatment undertaking.The Second Phase Extension Project of Sewage Treatment Plant in Wuan City is undertaken to synchronize the municipal development and environmental development, make good use of water resources, balance the demand and supply of water resource in the urban area of the city, ensure a constant supply of water resource, for the purpose of saving energy and reducing exhaust. With the features in the project considered of the limited construction period, construction undertaken while being designed, the current paper seeks to analyze and modify the design of the project in terms of the progress that is greatly concerned by the clients, by shortening the construction period with the Critical Path Scheduling method, bringing labor power into full play with evaluation system according to the performances, establishing a multi-channeled communication network of information, for the final purpose of satisfying the clients in terms of progress. It is proved that this method is effective and sets a model for the management and study of constructing sewage treatment plants.
