Study On The Open Issues Of Municipal Finance Budgets In E-Government Environment

The government plans the fiscal revenue and expenditure of a year through the budget,defines the scope of fiscal revenue and expenditure,and makes great contributions in regulating the macro-economy and promoting the equalization of services.At the same time,the public financial budget is of great significance to promote the growth of the national economy,and it is the basic requirement to guarantee the right to know the citizens.With the deepening of the reform of China's fiscal budget,the budget system exposed problems have become increasingly prominent,the openness of financial budgets has become a hot topic for people at leisure.Based on this,this paper,based on the open related theory of municipal budgets,further studies the status and problems of Weinan's fiscal budget disclosure,and then puts forward some countermeasures and suggestions for Weinan to continue implementing the budget information publicity.Based on the theory of principal-agent and the theory of citizen's right to know,expounds the relationship between the e-government and the public budget,and analyzes the public financial budget in China and Weinan by interview and questionnaire,and puts forward the existing problems of public financial budgets in Weinan,such as the open within the public.It is too professional,the public form is not perfect,the public timeliness is not strong,and the public mechanism is not perfect.The main reasons for the analysis are public awareness and public participation to be improved,public content and ways to be improved,timeliness needs to be strengthened,and supervision mechanism is not sound.Combined with the successful experience of public financial budget at home and abroad,the suggestions to promote the public budget of Weinan are put forward,including strengthening the understanding of the public budget,promoting the reform of the public financial budget system,building a comprehensive public financial budget supervision system,and realizing the disclosure of the financial budget under the environment of the E-government of Weinan.Ming Hua will further realize the democratic political situation that our country takes from the people and the people,so as to further enhance the credibility of the municipal government and improve the quality of public services.
