Study On The Medical Insurance For Serious Illness Of Urban And Rural Residents In Ningwu County,Xinzhou City

The implementation of the medical insurance system for urban and rural residents is aimed at reducing the phenomenon of "poverty caused by disease and returning to poverty".Six ministries and commissions,such as the national development and reform commission,issued "guidance on carrying out the work of large disease insurance for urban and rural residents? in 2012,which is the starting point for the implementation of urban and rural residents medical treatment of a serious illness insurance.It also marks the new stage of development for the exploration of the construction of China's serious illness insurance system.Then,28 provinces in the country began to carry out the pilot work of major disease insurance successively.In 2015,the major disease insurance began to be widely promoted nationwide.The comprehensive implementation of this system has indeed alleviated the medical burden of patients with major diseases to a certain extent,and solved the problem of "poverty alleviation" and "return to poverty" of some patients.But with the increase of the probability of residents with severe illness and the continuous rise in medical expenses,residents who participate in medical insurance will be overwhelmed if they suffer serious illnesses and generate high costs,which is even worse for the poor.In order to further clarify the purpose of implementation of major medical insurance,this paper comprehensively summarizes and analyzes the implementation of the medical insurance system for serious illnesses.And at the same time,author hopes to protect and improve the quality of life of patients with major diseases.This paper adopts literature analysis,questionnaire investigation and description statistics.According to the theory of uncertainty and demand theory of medical insurance,etc.,author make analysis by defining basic concepts such as basic medical insurance for urban and rural residents,serious illness and serious illness insurance for urban and rural residents.Taking Xinzhou city Ningwu county as an example,through the study of the questionnaire and interview of Ningwu county urban and rural residents,author summary describes current Xinzhou city Ningwu county urban and rural residents of the operation situation of a serious illness medical insurance.Based on the analysis summary of local medical treatment of a serious illness insurance in the process of running the problems and reasons,author proposes improvements and improvements for achieving the healthy and sustainable development of medical insurance for both urban and rural residents in local and national cities.These suggestions specifically include: improving the top-level design and reducing the burden on residents with major diseases,optimizing the convergence of policies and improving operational efficiency increasing capital input and improving infrastructure,strengthening market regulation and regulating commercial insurance operation,increasing the government's propaganda and increasing the enthusiasm for participation,increasing the income of residents and raising awareness.While speeding up the operation of the major medical insurance system on the right track,author put forward the feasibility suggestion to further reduce the residents back to before liberation "disease" phenomenon,improve the happy life of patients with serious illness index,achieve alleviating poverty due to illness.
