Investigation Report On Carrying Out Vegetable Price Index Insurance In Jiangxi Province

In recent years,the dramatic fluctuations in the price of vegetables have had a great impact on vegetable producers.At the same time,they have also caused problems for the majority of consumer groups.The abnormal fluctuations in vegetable prices have long exceeded the expectations of vegetable producers.We hope that the country can take early measures.Measures to prevent vegetable price risks.The country gradually realized that the risk of vegetable prices has brought troubles to the masses of the people.Since then,the government has successively issued a series of policies to reduce the pressure of vegetable growers and vegetable producers.In 2011,Shanghai Anxin Agricultural Insurance Company successfully piloted the "off-season" green leaf vegetable cost-price insurance,which was a national precedent.Since then,Zhangjiagang has carried out the promotion of summer-paid leafy green leaf price insurance in the same year.In 2013,Chengdu started the pilot work on vegetable price index insurance,and Jintai P&C Insurance was the only underwriter.In 2015,Shandong Province,a major vegetable province,also started the pilot work on vegetable price index insurance,which mainly covers the unique and high-yield vegetable varieties in Shandong Province.Up to now,about 11 large,medium and small provinces and cities across the country have started trials for vegetable price insurance,and the future is bright.Since 2007,Jiangxi Province has achieved encouraging results in terms of business scale,development speed,and coverage with the help of the Central Government premium subsidy policy.At the same time,the degree of innovation in agricultural insurance products has gradually increased.Currently,five new target prices for live pig price index insurance,rice yield insurance,meteorological index insurance products,orange rainy picking period insurance,and tea plantation cryogenic freezing weather index insurance have been successfully implemented.However,as a vegetable growing area and production ranks among the top ten vegetable provinces in our country,Jiangxi has not yet promoted the pilot of the vegetable price index insurance.In order to protect the interests of the majority of vegetable producers and catch up with the Jiangxi provincial government's efforts to promote the price index insurance of agricultural products,it is particularly urgent for Jiangxi to carry out vegetable price index insurance.This report selects three provinces that have already been piloted and achieved initial results,summarizing their pilot conditions and combining their own circumstances in Jiangxi Province to provide experience for reference.This research report is mainly divided into five parts.The specific contents of each part are as follows:The first part mainly summarizes the background,purpose and significance of the survey,and arrange the definition of vegetable price index insurance.In addition,the research methods,research contents,research implementation process,innovations and deficiencies are also introduced in this section.The second part mainly analyzes the necessity of vegetable cultivation area,yield,insurance structure,and specialty vegetable production area in combination with the situation in our province.The third part uses the SWOT analysis method to analyze the vegetable price index insurance in Jiangxi from four aspects: strengths,weaknesses,opportunities and threats,laying the groundwork for future policy recommendations.The fourth part analyzes the provinces of the successful pilot vegetable price index insurance in our country and provides experience for the implementation of the vegetable price index insurance in Jiangxi Province.The fifth part puts forward suggestions on laws and regulations,government functions,personnel construction,subsidy systems,and information platforms,and hopes to contribute to the development of vegetable price index insurance in our province.
