Agricultural products is residents’ food and important material resources of social production, the supply of Agricultural products is related to social stability and national economic security. in recent years, the price volatility of agricultural products has become increasingly apparent, agricultural production also present a significant trend of fluctuations influenced by price factor. In 2014, the central file no.1 for the first time put forward to perfect the price forming mechanism, explore agricultural prices index insurance pilot. Agricultural prices index insurance as part of agricultural product price stability mechanism, has been widely implemented in our country. From the pilot experience, agricultural product price index insurance of our country has made certain achievements, but there is still a lot of theoretical defects and technical defects. Currently, the problem of Agricultural products market risk is more urgent to put on the agenda, building agricultural prices index insurance’s theory system and operation mechanism has become a new hot topic in the field of agricultural insurance in the future, based on this, this article discusses the problems of the development of agricultural product price index insurance.In this paper, The author using literature comprehensive analysis, comparative analysis, chart analysis method and inductive and deductive method, discusses the problems on the development of agricultural product price index insurance:First of all, based on the existing domestic agricultural prices index insurance pilot and existing research achievements, summarize and analyze the actual operations situation of the domestic pilot, from several aspects such as the operation management mode, government support, insurance scheme design and so on,to discuss insurance operation experience which suited to China’s national conditions; Secondly, on the basis of summarizing the experience of domestic pilot analyzes the existing problems and the reasons from many Angle, to discusses the shortage of the existing patterns and its development of resistance, to provides the theoretical foundation for the final research results. Through analysis the author believes that our country agricultural prices index insurance exists many problems, such as, insufficient coverage, low degree of security, lack of demand, supply is limited, the price index lack of scientific, lack of risk disperse mechanism; Abroad, this paper analysis the typical region of agricultural products price index insurance mechanism, from the management and service system of agricultural insurance, risk dispersing mechanism and insurance scheme design and so on several aspects,to discuss insurance operation experience which suited to China’s national conditions; Finally, on the basis of above research, put forward feasible suggestions, to promote the future development of China’s agricultural prices index insurance, including design coverage scheme, establishing legal and institutional guarantee and establishing risk disperse mechanism and so on several aspects.
