China's Industrial And Commercial Administration Functional Evolutfon And Direction Of Reform

Since the reform and opening up,the position and role of the administrative departments for industry and commerce have become increasingly prominent and have become an important government department in China.In the new era of Xi Jin Ping's socialism with Chinese characteristics,according to the requirements of changing government functions,innovating supervision methods,and establishing a new pattern of modern market supervision,the administrative departments for industry and commerce are facing the opportunities and challenges of reform and development.Therefore,it is of great realistic and theoretical value to explore the development trend of the administrative functions of industry and commerce from the perspective of public management.This paper examines the various factors affecting the changes in the functions of industry and commerce administration by sorting out the history of the development of the administrative functions of industry and commerce in China.On this basis,it explores the direction of the reform of the administrative functions of industry and commerce in China.This article firstly describes the background and significance of the topic selection.It summarizes the research status in the field at home and abroad,and proposes research ideas and research methods,as well as research features and innovations.Then,the key terms“business”,“business administration”,“industrial administration”,and “market supervision and management” are defined in this paper,and the basic theories applied in this article are elaborated,including “the theory of government and market relations”,"government regulation theory" and "market supervision and management theory." After combing the history of development from the primitive society to the development of China's industry and commerce in the Qing Dynasty and the historical evolution of the functions of industrial and commercial institutions,the policy of business administration from the Qin and Han dynasties to the Song Dynasty was analyzed and the reasons for its implementation.Then,it elaborates on the evolution of the administrative functions of industry and commerce since the reorganization of the State Administration for Industry and Commerce in 1978,such as the maintenance of market order and the strengthening of market supervision andadministrative law enforcement.Furthermore,this article explores the factors that influence the change of business functions from the perspectives of economy,politics,environment,law,and technology,and analyzes the influence of western capitalism on China's industrial and commercial sectors in the late 19 th century and early 20 th century,and the politics of the Republic of China.Changes in the situation,changes in the work of the National Center after the founding of the country,and the reform of the state administrative system in the early 21 st century have affected the business functions at that time.Finally,the article analyzes the development trend of the administrative functions of industry and commerce in China from the perspectives of regulatory models,regulatory concepts,regulatory thinking,and regulatory approaches.The article pointed out that the concept of market supervision will continue to follow the requirements of the reform of“distribution of the service”and transform the single concept of market supervision into the coexistence of market supervision and service development concepts;make full use of Internet technologies and other means to innovate methods and methods of market supervision;market supervision The development of functions will be more specialized and will lead the way of comprehensive supervision of market supervision.
