A Study On The Transformation Of Business Administration Function Under The Background Of Commercial Registration Reform

With the deepening of economic globalization and the continuing perfection of improvement of China’s system of market economy, the basic role of market in resource allocation is more apparent. The transformation of government functions, building a service-oriented government is an important task faced by our government. The Administrative Bureau for Industry and Commerce, as one of the important functions of the government, has the duty to supervise the market access, law enforcement and the development of the service functions. Since June 1978, focusing on the socialist economic construction, The Administrative Bureau for Industry and Commerce has dedicated to maintain the market economic in order and to guide the healthy development of market economy. Accompanying with the growth of China’s business subject, it has made great contribution to the rapid and healthy development of the market economy. However, with the diversification of market entity and the complication of market operational modes, industrial and commercial administration management mode, which takes the style of "strict permission with loose management" in market access system, cannot match current social and economic development in China. On the one hand, the industrial and commercial administrative examination and approval system has greatly restricted the market vigor and creativity, and has hindered the free development of the market entity. On the other hand, the demand for industrial and commercial administration management function by the market entity has also changed. Relying on the administrative examination and approval administration management mode has to be the past tense. Therefore, the industrial and commercial administration management function transformation is the trend. Research about the transformation and the reform of commercial registration regime are important. It has the practical significance in the industrial and commercial administration management perform due diligence in the new period, better serve the overall situation, defend the market fair, and promote economic development.This paper adopts literature research, induction and contrast analysis. The paper starts from the role and status of the Yangzhou city, Jiangsu province industrial and commercial administration management, combining with the content and trend of commercial registration regime reform from the aspect of public management. It systematic analyses the current situation and existing problems of Yangzhou’s industrial and commercial administration management. Meanwhile, it deeply analyses the functions of commercial administration management, commercial registration reform and the influence of commercial administration management.Learning from foreign and domestic developed area of industry and commerce administration of industrial and commercial administration of the advanced mode, the paper has suggestions as following:1, market access should change from functions by the examination and approval into the registration; 2, law enforcement and regulatory functions should change from punishment to guidance; 3, development of service functions should change from passive to active; 4, the administrative organization system should change from traditional model to modern one.
