Research On The Construction Of New Industry R&D Organizations

In recent years,in order to vigorously implement the innovation-driven development strategy and accelerate the transformation and upgrading of the industry,many local governments,universities and scientific research institutes in China build new industry R&D organizations,these new industry R&D organizations are in close connection with the technical needs of industry development and gathering science and technology innovation resources,carrying out industry technology innovation activities through innovation in management system,operating mechanism and service model.According to preliminary estimates,more than one thousand of all kinds of new industry R&D organizations have been built in various parts of China.In order to better play the role of new industry R&D organizations in the construction of national and regional innovation system,it is urgent to summarize the existing practice of new industry R&D organizations,draw lessons from the experience of innovative countries and regions,further examine the necessity of construction of new industry R&D organizations,clear its development orientation and tasks,and give countermeasures and suggestions from the management system and operational mechanism to accelerate its development.Based on the theory of innovation management and organization management,this thesis uses the case analysis method to systematically study the construction of new industry R&D organizations,which is based on the support of Jiangsu Provincial Soft Science Research Program Key Project "Research on New Industry R&D Organization System Mechanism"(project number:BR2015040).First of all,based on the definition of relevant concepts such as industry R&D and industry technology innovation,this thesis introduces the concept of organization and its design process and tasks by drawing lessons from the existing research results,then designs the research methods,ideas and frameworks of this thesis.Secondly,based on the theory of industrial innovation system,the thesis analyzes the functional requirements of all innovative subject in the innovation system,puts forward some points that need to be cleared about the function orientation of new industry R&D organizations,clarifies the function orientation and connotation of new industry R&D organizations,analyzes the characteristics of function positioning of the new industry R&D organizations and its difference with the traditional industry R&D organizations.Then,based on the case analysis method,the thesis selects Germany Fraunhofer Institute,the US Defense Advanced Research Projects Agency,Taiwan Industry Technology Research Institute,JiangsuIndustry Technology Research Institute and Shanghai Industry Technology Research Institute and other domestic and foreign successful new industry R&D organizations to conduct a typical case analysis.On the one hand,the thesis puts forward the construction principle,possible participant,key task and performance appraisal index of the new industry R&D organizations.On the other hand,it summarizes the management structure,department function and operation process of the new industry R&D organizations which provides a more systematic framework guidance of its construction.Finally,on the basis of theoretical analysis and case study,this thesis analyzes the current situation and necessity of Jiangsu new industry R&D organizations in combination with Jiangsu's reality,clarifies the function orientation of Jiangsu new industry R&D organizations,and puts forward some countermeasures and suggestions to promote the development of Jiangsu new industry R&D organizations.The research results in the thesis have been submitted to the relevant government departments and Jiangsu related new industry R&D organizations,getting their recognition and high evaluation.The content of the thesis is a result of Jiangsu Province soft science research project results and get high evaluation by the project acceptance experts.
