Researeh On The Impacts Of International Service Outsorureing On China's Technological Progress

For a long time,China's economic rapid growth mainly relied on low-cost factors.With the constant decline in the marginal income of labor and capital,it is difficult to promote the effective development of the economy with the driving force of low-cost-based factor drivers.Finding a way to replace the labor and capital elements with technological elements and then promoting economic growth through technological progress are the keys to achieving sustainable economic development in China.Outsourcing,as an inevitable trend of the new round of international division of labor and the internationalization of industrial chains,is gradually becoming a key channel for all countries,especially developing countries,to participate in internationalization and competition,and on the other hand,its relationship with the country's technological progress has become closer.At this stage,vigorously developing service outsourcing and building a number of service outsourcing bases have become important plans for China to promote regional development and improve the regional opening pattern.In this background,it is undoubtedly important to explore the impact of international service outsourcing on technological progress in China.Based on the foundation and characteristics of China's service outsourcing development and the practical problems it faces,this paper takes the approach of outsourcing as an entry point,and reveals the impact of international service outsourcing on China's technological progress from two aspects of outsourcing and undertaking outsourcing.First of all,the paper systematically analyzes the mechanism of the impact of outsourcing and undertaking outsourcing on technological progress.Which is based on the six aspects of cost savings,technology spillovers,industrial upgrading,competitive incentives,R&D complements,and technological transformation and combined with existing research results.Secondly,selecting the panel data formed by China's manufacturing industry from 2002 to 2015,and using the empirical method to estimate the overall effect of the outsourcing and undertaking outsourcing in international service outsourcing on technological progress.Finally,this paper uses group regression to examine in depth whether this effect is due to industry heterogeneity such as R&D intensity,factor intensity and foreign investment rate.Furthermore,this paper uses variable coefficient model to analyze the impact of international service outsourcing on technological progress in various industries in order to make better use of service outsourcing strategies for various industries and provide a realistic basis for improving technological progress.The results find that the outsourcing of international service outsourcing has produced a significant technical boost,while the undertaking outsourcing has a significant inhibitory effect on technological progress.After considering endogeneity and heteroskedasticity issues,the conclusion is still sound,and this conclusion has obvious industry heterogeneity.While in the industries of research and development of strong intensity,high technology-intensive and high penetration rate of foreign investment,outsourcing can make a greater contribution to the promotion of technological progress,and the undertaking outsourcing has a smaller inhibitory effect on technological progress.Furthermore,the results of variable coefficient regression show that,although in the overall test,the outsourcing has a significant positive impact on technological progress,and the undertaking outsourcing has a significant negative impact on technological progress.However,specific to each industry,the impacts of international service outsourcing on technological progress in different industries is significantly different.The research in this paper provides key references for how to scientifically and effectively utilize different modes of outsourcing participation,formulate the strategy of service outsourcing development in a targeted manner and further accelerate the pace of technological progress in China.
