With the strategic deployment of the country to promote the development of tourism,Chinese hotels are facing great opportunities for development;and the government's restrictions on the consumption of "three public" and the eight provisions,as well as the increasing competition in the hotel industry,are facing various challenges in our hotel.In the industry environment where opportunities and challenges coexist,China's hotels want to achieve rapid development and need to improve their overall competitiveness.This paper takes the case study method,takes HG Hotel as an example,carries out a field investigation into the hotel,finds and analyses a series of problems in the current budget management of the hotel:lack of strategic orientation,neglecting financial and capital budgets,ignoring non-financial indicators budget,the budget organization system is not sound,the budget supervision mechanism is not reasonable;the pre-budget supervision mechanism is not reasonable;The evaluation mechanism is unreasonable,the budget variance analysis is not in place,the staff budget consciousness is not strong,the budget ability is insufficient,and so on.Accordingly,the necessity and feasibility of implementing strategic budget management in hotels are pointed out.In this paper,we use SWOT analysis and PEST analysis model to analyze the environment of HG Hotel,and formulate the core of strategic budget management,HG Hotel strategy.Through the introduction of the balanced scorecard,the KPI index assessment method and the joint cardinality method,a set of feasible strategic budget management scheme is designed in combination with the theories and methods related to the strategic budget management.The implementation of the strategic budget management scheme in this paper can solve the above problems existing in the enterprise budget management,optimize the allocation of enterprise resources,improve the management level of the enterprise,control the realization of the goal of the enterprise,and finally realize the strategic goal of the enterprise.At the same time,we hope to provide reference for the strategic budget management of the hotel industry through the design of the strategic budget management plan of HG Hotel.
