The Research Of Relationship Between Environmental Regulation And Economic Growth In Central China

Environmental regulation is a binding force for the purpose of environmental protection,the individual or organization as the object,the visible system or the invisible consciousness as the form of existence.How to formulate the corresponding environmental regulation policies according to the characteristics of regional economic development,promote the good and fast development of the economy,and make the local ecological environment not damaged,which is a problem to be solved urgently.Therefore,it is very important to analyze the relationship between environmental regulation and economic growth in the central region,to promote the implementation of environmental regulation policy in the central region,to make the industrial and resource cities change to the environment friendly and technology intensive direction,and to realize the coordinated development of the economy and the ecological environment.This paper first combs the connotation of environmental regulation and economic growth,constructs the comprehensive evaluation index system of the two,and then makes a theoretical analysis on the transmission mechanism of environmental regulation affecting economic growth.Secondly,80 cities and above cities in the central region are selected as the research objects,and the entropy method is used to measure the level of environmental regulation and economic growth in the central region and to carry out the analysis of the status quo.Further,by adding intermediary variables and control variables to the panel data modeling,the economic growth effect and transmission path of environmental regulation are analyzed by means of mediating effect analysis,fixed effect analysis,random effect analysis,system GMM analysis and other measurement methods.Finally,based on the spatial perspective,we empirically analyze the relationship between environmental regulation,environmental regulation competition and economic growth in the central region.The results are as follows:(1)in addition to the direct impact of regional economic development,environmental regulation mainly through the "Potter hypothesis" technology innovation compensation effect,optimize the industrialstructure upgrading effect of regional resource allocation and the location selection effect of foreign business investment enterprises to influence the level of regional economic growth.(2)the environmental regulation and economic growth in the central region showed a significant upward trend in 2003-2015 years,and the rising rules of the two were almost the same.In addition,the central region's overall economic growth level is more serious,showing a structure of "light weight and heavy feet".(3)urban environmental regulation in the central region can significantly promote economic growth.In the process of urban environmental regulation promoting economic growth in the central region,the level of technology plays a significant negative part of the intermediary effect,the level of industrial upgrading has a significant positive partial effect,and the intermediary effect of the foreign investment level is not significant.The mediating effect of industrial upgrading level is higher than that of technology level.(4)there is a significant positive spatial correlation between economic growth in the central region.Environmental regulation can promote local economic growth and generate positive spatial spillovers,thus promoting economic development in surrounding areas.The environmental regulation among cities in the central region tends to adopt the imitation competition strategy,resulting in the "benchmarking effect" or "bottom up competition".Accordingly,this paper puts forward the corresponding policy suggestions from five aspects: improving environmental regulation,promoting the transformation of scientific and technological achievements,accelerating industrial transformation and upgrading,comprehensively promoting the scale of foreign investment absorption,strengthening the function of urban agglomeration and carrying capacity and so on,in order to promote the coordinated development of the central region and the economy.
