Since reform and opening, China has gradually become one of the most attractivecountries and regions for foreign direct investment and one of the most potential andenergetic economies due to the liberal economic environment and favorable policies andmeasures. While promoted the economy growth by expanding attracting foreign investment,China’s impact on the environment has always been a common concern. Expanding thescale to attract foreign investment and promote economic growth, its impact on the ecologicalenvironment has also been widespread concern. The relevance between the attracting foreigninvestment and the high level of three wastes, generated and emitted by the industry, andthe local government pressure on environment for attracting foreign investment have alsobeen important factors that will have effect on Chinese policy orientation for current andfuture foreign capital utility.As one of China’s four municipalities, Tianjin is a large integrated coastal city. As theeconomy developed rapidly, the city environmental quality often places in a vulnerablesituation because of the increase consumption of resource and energy and the increaseamount of pollutants, making the city environment improving confronted intense pressures.In the case of ensuring Tianjin’s rapid economic development, we should give fullconsideration in environment bearing capacity and positively adjust environmentalregulations, policies and practices for foreign investment to push it forward to a more balancemodle.This article is from the perspective of Tianjin, China. Based on clarifying the situation ofattracting foreign investment in Tianjin, the article contrasted and analyzed the degree ofnegative impact caused by attracting foreign investment in current environment pollution.Subsequently, the article focused on demonstrating that Tianjin Municipal governmentimplemented the specific practice and its effectiveness of central government policiesrequired for environment regulations on attracting foreign investment, and maderecommendations with a reference of practices of two typical countries, American andGerman, combined with Tianjin own characteristics.
