Research On The Optimization Of Current Industrial Policies In Yuelu District,Changsha

At present,the construction of“two type society”and the demand of economic development under“new normal”make the healthy development of industry becomes a new node and impetus of regional economic growth.As one of the important means to promote the sound and rapid development of regional economy,the government's industrial policy plays a very important role in regulating the direction,structure and effect of industrial development.This paper takes Yuelu District in Changsha city as the object of study.Based on market failure theory,economic development theory and structural transformation theory,it combines theoretical and empirical analysis.Meanwhile,combined with the regional characteristics of Yuelu District in city planning and industrial development,it discusses the content formulation and implementation effect of the current industrial policy in Yuelu District.In the comparative study,we found the problem of Yuelu District's industrial policy,and put forward the countermeasures to optimize the industrial policy,in order to propose some feasible optimization scheme for formulating a new phase of industrial policy.Firstly,this paper summarizes the related research trends of industrial policy both at home and abroad from two perspectives of theory and practice.Through a review of the research process and some related theories both at home and abroad,combined with the practical experience of industrial development in Yuelu District,it demonstrates the necessity of optimizing the current industrial policies in Yuelu District under the new normal economy.Then,it comprehensively analyse the current status of Yuelu District industrial policy.From the perspective of Yuelu District itself,the article introduces the basic situation of industrial policy.To further find out the shortcomings of the current industrial policy in Yuelu District,the industrial policies of the other four districts in Changsha are compared and analyzed with Yuelu District.With the previous analysis,it summarizes the existing problems and causes of the current industrial policy in Yuelu District.Immediately,the paper constructs a comprehensive evaluation system based on the entropy method and fuzzy optimization model,quant if i cat ionally analysing the effect of industrial policy in Yuelu District.It selects 2006-2016 Yuelu District's time series data.With an eye to the effect of the overall implementation of Yuelu District's industrial policy,the article focuses on four core objectives,including industrial economic growth,income increase,scientific progress and talent accumulation.It adopts the comparative analysis method to conduct empirical research.Through trend analysis,it compares directly and horizontally from two aspects.The results show that,from the angle of vertical time,the target of industrial economic growth is basically realized,but the goal of increasing income has not achieved obvious effect.Besides,scientific progress and talent accumulation have been brought into effect successively,and the motive force for regional development is injected.From the angle of horizontal,it is found that the economic level of Yuelu District is still significant compared with Furong District,which leads to the implementation effect of industrial policy still needs further improvement in the goal of industrial economic growth.However,it can also be seen that,as a heavy education area,Yuelu District has a unique advantage in scientific progress and talent accumulation.High-tech and high-quality talents have gradually become a major core competitiveness of Yuelu District's economic development.Finally,from the three levels of policy formulation,policy implementation and policy evaluation,we integrate the idea of optimization,and further put forward the optimization countermeasures of Yuelu District's industrial policy.
