Under the social background of continuous urbanization,the rural labor force has transferred to the cities on a large scale.According to statistics,in 2017,the number of migrant workers working in cities has reached 171 million.The area of idle land and abandoned land in rural areas is increasing,and the efficiency of land use is extremely low.Triggered concerns about food security at the moment.At the same time,after the new generation of migrant workers left school and went out to work.They rarely had experience in agricultural production and lacked agricultural production skills.most of them had already incorporated urban life,and their will for urbanization was very strong.This in turn made agriculture face the problem of "following no one." Moreover,since China's Household contract responsibility system,the problem of the fragmentation of rural land in China is extremely prominent,which in turn poses a challenge to the scale,intensive,and standardized management of agricultural production.Based on this,the research themes of this article are produced.That is,we must focus on solving the problems in two aspects.How can large-scale labor-deficit agriculture achieve contractor circulation? How can we solve the worries of the farmers when withdraw from the contractor?Under the new situation,scattered and small-scale land has been unable to adapt to the new requirements for the modernization of agricultural development.Land transfer is imperative.Writer uses theory and practice to explain that the land circulation can solve the problem of fine-grained farmland and promote the large-scale operation of agriculture.It also analyzes that the outflow of agricultural land helps to reduce the opportunity cost of farmers' citizenship,and provides important capital support to farmers' integration into urban life.In view of the lack of incentives for new business entities,it is proposed to deepen the reform of the household registration system,and to dynamically stabilize the rural collective qualifications,and to guide farmers to withdraw from the land in an orderly manner while respecting the wishes of farmers and providing reasonable compensation.This article mainly includes the following five parts:(1)Introduction.This part mainly includes the research background of the article,the significance of the topic,innovations and deficiencies,as well as a review of existing research at home and abroad,and from the land circulation system,circulation status,flow rotation factors,and the main factors affecting rural land circulation.The aspects are elaborated.(2)The general theory of rural land circulation.Firstly,using the theory of population migration and population mobility,this paper analyzes the reasons for the transfer of rural laborers to cities and the peasant workers' citizenship.Secondly,using the property rights system and economic performance theory,it is expounded that reducing transaction costs is the direction of institutional change,and the more complete the property rights,the higher the agricultural production efficiency.This is why the following analysis analyzes the theoretical reason for guiding the farmers to withdraw from the land orderly and play a role in institutional incentives for new business entities.Finally,using the theory of land rent,the reasons for “the same price for the same rights at the same place” are explained,which helps to explain the issue of land transfer price in the following text.(3)The Progress and Problems of Rural Land Transfer in China.The purpose of academic research is to base itself on reality to give methodological solutions to guide reality.This part of the paper describes statistical analysis of the status of agricultural land circulation in China and its existing problems.(4)System Obstacles to Land Circulation in Rural China.This part is the focus of this article.The article sorts out the restrictive factors of circulation from aspects of supply and demand.(5)An Analysis of Rural Land Transfer Reform Practice in China.After sorting out the circulation restriction factors in the former part,it is clear that the actual practice of agricultural production and new development require urgently the need to cultivate new types of agricultural management subjects.However,due to the restriction of the land system,the farmland is strictly limited to the transfer of the qualifications of the collective members,and this has led to a new problem of insufficient demand for property rights.In addition,farmers themselves face the dilemma of land requisites and lack of social security to leave the land.Therefore,this part of the content is a combination of China's first land transfer reform(exit)pilot,and hopes that it can develop experience for relevant policies.(6)Policy recommendations.The purpose of analyzing the problem is to solve the problem.The withdrawal of land can not be separated from the innovation of the relevant system.At the same time,in order to ensure that there are enough new business owners to lease land after the guarantee of supply,and to effectively achieve the effective docking of land supply and demand,this section also gives some rough advice on how to accelerate the development of new types of business entities.
