Program to revitalize border areas is a strategic project to promote the synchronous development of the border areas with the rest of the country in the border area,since the implementation of the policy in 2000,the state has invested a large amount of capital,manpower and material resources in the development of border counties.Its performance evaluation is of great significance to how to effectively promote the development and planning of border counties.By constructing natural experiments,we use the "Difference in Differences" method to evaluate the economic growth effect,structural adjustment effect and people's livelihood improvement effect of Inner Mongolia's sample and Guangxi sample.This study shows that program to revitalize border areas has a significant positive effect on the economic growth effect and structural adjustment effect of the county level cities(flags)in the border areas.But under the political incentive and governance model of "Chinese style decentralization",In the process of implementation,local governments pay more attention to hard indicators such as infrastructure instead of soft assessment indicators such as livelihood,public services and so on,and Robustness test of anti-fact method support the robustness of evaluation results.In policy,the central government and the governments at all levels need to continue to increase support for the border areas in the border areas,specific implementation needs to establish more targeted and accurate hard assessment indicators,especially in the public service for the people's livelihood.
