Agriculture is the basic industry of our national economy.The development of agriculture and the improvement of agricultural labor productivity are the preconditions and conditions for the further development of the other sectors of the national economy.Agricultural insurance,as an effective means of dispersing agricultural risks and ensuring agricultural production,plays a vital role in agricultural production.In recent years,with the research and practice of agricultural insurance,people gradually realize that there is a certain externality in agricultural insurance,that is,agricultural insurance is regarded as a quasi public product,so it is necessary for the government to support the development of agricultural insurance.In view of the late start of agricultural insurance in China,it is still relatively slow in the process of development.In 2004,the"Central No.1" document emphasized the agricultural insurance,and put forward the requirements for the gradual establishment of policy based agricultural insurance.With the introduction of this policy,China's agricultural insurance has made considerable progress.As a major agricultural province of China,Hebei province is also an early pilot of agricultural insurance,and has made some achievements in its development.Chengde City,as a municipality directly under the central government of Hebei,the area of forest land occupies 43.4%of Hebei province and the area of grassland occupies 40%.It is the backbone of the development of agricultural insurance in Hebei province.In recent years,the agricultural insurance has also made great development,but there are still some problems.It is of great practical significance to study the problems and Countermeasures in the development of agricultural insurance in Chengde.This article mainly includes five parts:first,it expounds the connotation of insurance and agricultural insurance and the types of agricultural insurance.The theoretical basis of the research on agricultural insurance is summarized from three aspects:risk management,economic promotion and government support.The second part introduces the current situation of agricultural development in Chengde and the present situation of agricultural development.The development process of Chengde agricultural insurance,and the emphasis on the analysis of the policy subsidies,the main body of insurance,the present supply status and the status of the insurance in the development of agricultural insurance in Chengde;the third part,the problems existing in the development process of agricultural insurance in Chengde are analyzed.The main body of the problem is the supply of agricultural insurance supply and demand.Lack of management subject,single insurance,low security,low willingness to participate in insurance,poor publicity,low service level,inadequate policy support,imperfect legal system and serious government preoccupation,and other problems in the fourth part.The successful experience and advanced practice in the development of agricultural insurance in Spain and Sichuan province are provided for learning.The last fifth parts,on the basis of the above research,put forward the corresponding optimization suggestions on the development of agricultural insurance in Chengde city from the aspects of supply and demand,system and personnel training,which are expected to be suitable for the development of agricultural insurance.The development of China's agricultural insurance has made a small contribution to realize the practical role of agricultural insurance in the development of agricultural economy and the improvement of peasants' life.
