Pension adjustment plays a role in the economy and society,whi ch can help the retirees to resist the decline in the pension purchasing power brought by inflation,guarantee the basic life of retirees and share the results of economic development for the elderly.At present,most Western countries in the world have est ablished a pension adjustment mechanism and achieved automatic index adjustment of pensions.The “Circular on Deepening the Reform of the Endowment Insurance System for Enterprise Employees” promulgated by China in 1995 already explicitly proposed the establishment of a normal adjustment mechanism for basic pensions.However,since it was proposed,it has faced problems such as unscientific adjustments and unsound systems,causing many problems.Controversy directly affects the retirement protection of the elderly population and the sustainable development of the pension insurance system.Therefore,this study is of great significance.Based on the historical plans for the adjustment of pensions in various regions in China,this paper conducts a comparative study of diachronic and co-temporal changes in the adjustment of basic pensions for employees.The study found that: China's pension adjustment is still decided by the government's unified decision-making.Various localities independently arrange adjustmen t measures depending on specific conditions,and they still do not fully realize indexed automatic adjustment,and are highly localized.During the adjustment process,problems such as the generalization of pension adjustment functions,the lack of scienti fic and stable adjustment ratios,the varying levels of local pension adjustment standards,and large deviations in actual growth rates and policy ratios have also been impaired.It is not conducive to the sustainable development of the pension insurance s ystem.For this reason,this article mainly uses the United States,Germany and Sweden as examples to analyze the differences and commonalities of foreign pension adjustments,and provide reference for the adjustment of pensions in China.Based on the comb ination of China's actual conditions and lessons learned from other countries' experiences,this article selected the price index,the growth rate of employee wages,and the institutional support rate as an adjustment index to construct an index model for the adjustment of pensions and establish a dual rate of replacement and balance of funds.Constraints,test their applicability.A relatively complete pension adjustment mechanism should include target positioning,adjustment time,adjustment methods,adju stment methods and funding sources.According to this,this paper proposes related institutional frameworks,implementation rules and countermeasures,and proposes that a unified adjustment should be implemented in the country.On the basis of this,effort s have been made to establish a scientific and reasonable pension adjustment mechanism with index-based adjustment as the core,legislation as the backing,and state finances as a basis.
