Chinese is a country with a large population, the per capita consumption of resources, social pressure is relatively large.With China’s aging population contin ues to increase, China has entered the aging society, the pension problems of eld erly population, has become an urgent problem to the government and society ne eds to solve.The problem is the social pension system in China a socialist welfar e andsecurity of the embodiment, can continue to achieve the construction and dev elopment of China’s pension system equilibrium, related to people’s livelihood an d social stability.With the change of population, China’s economic situation and de velopment, to find a reasonable pension system construction project,related to the vital interests of the general public.With the development of our national econo my and national strength unceasing enhancement, people also call on the objectiv e is more superior and thoughtful pension system, this is the superiority of the so cialist system is an important measure and display,So how to do the work, to bec ome one of the standard test of our government and related departments work eff iciency,The author is engaged in the research, is to find out problems throughlar ge amounts of data interception, analysis, statistics and so on, to solve the proble m.The pension system is an important part of social insurance system, its reform and development related to China’s economic development and social stability. Through the years of reform and development, China’s pension system has made considerable progress, but because of the implementation and design of the system is not reasonable lead to the pension system has many problems in the implementation process. Especially the pension replacement rate problems lead to social injustice voice after another, facing a lot of problems of increasing aging population, the transition from the historical debts, in China’s economic and social development, the current pension system in the operation of the existing problems are also increasingly prominent, individual empty account operation, increasing the value of the implicit debt, not the ideal, fund management confusion, the town enterprise of our country pension substitution rate, largely come from it.View from the international community, a long-standing problem of the pension replacement rate is the unfair society, but for foreign public officials especially developed countries have their unique experience of reform, some are worth our using for reference in the pension system, we should establish the level of diversification, multi-level pension system. It not only can improve the overall quality of staff and work ability, but also can promote the rational flow of talents, more conducive to the construction of a harmonious society, but also can solve the fairness problem of the pension replacement rate fundamentally.This paper collected on both at home and abroad for the pension system in the study of the fairness of the replacement rate,The pension system for urban enterprise of our country as the research object.Through the analysis and comparison of the organs and institutions of the pension system and the pension system, in the Chinese pension system performance under the approval of China’s pension system, and put forward the problems still exist in the pension replacement rate, analysis of the causes of lack of fairness, and through drawing lessons from foreign pension system, to perfect our country’s pension system, so as to the fundamental solution to the fairness problem of urban enterprise workers pension replacement rate of enterprise, the realization of social fairness and justice.
