Evaluate The Patent Value Based On Rough Set And Cloud Model

In the era of contemporary knowledge-based economy,innovation is considered as the dominant resource,which is far more important than land,capital or labor,and it is called an important source of value generation.As a carrier of intellectual property,patent is an important manifestation of innovation,and its effect in the competition of science and technology among various countries,regions and companies is increasingly obvious.More and more enterprises and even government departments acquire new technologies through the transfer of patent rights so as to enhance their competitiveness in technological innovation.However,as the prerequisite for patent transfer,the evaluation of patent value has become an important factor in the transformation of patent implementation and the basis for improving the patent exchange market.So the evaluation of patent value according to the patents' characteristics has always been a difficult problem and hot point of academic research.The traditional methods of patent value evaluation include cost method,market method and income method,which focus on economic value and ignore technical value and legal value.Later,taking into account the uncertainty of the value of the patent,the real option method used for the stock transaction value was introduced into patent value evaluation,but the formula is complex and the coefficient is difficult to determine.This article will establish an index system to overcome this one-sidedness,and uses reasonable methods to evaluate patents scientifically.First of all,the current research situation about the evaluation of the patent value is understood,the research object of this article is defined and the characteristics of the research object are expounded.Secondly,on the basis of existing index system of patent and the single index from the domestic and foreign research,the paper establishes the index system composed of three first-level indicators and fourteen second-level indicators,which all can quantified objectively.Subsequently,using the concept of importance of rough sets calculates the weight of indicators,which can avoid the interference of artificial factors.As the membership function,the cloud model can achieve the conversion between fixed quantity and qualitative concepts,which can effectively solve the uncertainty in patent value assessment.Finally,the paper apply this model in the medical and pharmaceutical fields.I combine with empirical results and personal understanding of the research object to summarize,point out the shortcomings and put forward prospects.
