Research On The Performance Evaluation Index System Of Financial Poverty Alleviation In N County,M Province

As the largest developing country in china,poverty reduction has continued to be carried out.Among them,fiscal funds have played an important role.Central and local governments have increasingly attached importance to the use of poverty-relief funds.With the development of poverty alleviation and development,it is increasingly difficult to get rid of poverty.How to scientifically and reasonably allocate,use and manage poverty-relief funds to further promote the development of the entire anti-poverty project has become a matter of considerable concern.This article attempts to objectively and quantitatively evaluate the performance of poverty alleviation funds by establishing index systems.Specifically,select a typical poverty-stricken area in M province,which is also a national poverty-stricken counties N counties,conduct in-depth investigations at the level,collect relevant data and feedback from questionnaires,comprehensively apply the literature synthesis method,normative analysis method,field research method,research method combining theory and practice to perfect and reconstruct the performance evaluation index system of poverty alleviation funds on the basis of principal-agent,new public management,sustainable development and other theories.A systematic analysis of the specific circumstances of the N counties in the survey.The study finds that N county financial poverty alleviation performance has achieved some good results,but there are also many problems,these problems need us to take care:1.Single source of poverty relief funds,output efficiency is not high;2.Infrastructure construction needs to be strengthened,and the cost of later maintenance is high;3.The use of compliance is not high and there is no effective supervision;4.Vocational skills training is insufficient and the phenomenon of returning to poverty is more prominent.Finally,through the analysis of the specific conditions of N county,we put forward specific improvement measures:1.Broaden sources of funds and increase the rate of capital production;2.Improve infrastructure construction to ensure the effectiveness of poverty relief;3.Strengthen performance evaluation of poverty alleviation funds,supervision and management;4.Strengthen the self-construction of the poor.
