| To accelerate the rural economic development,the ministry of finance and the ministry of commerce issued the notice of the implementation of e-commerce in rural comprehensive demonstration on July 24,2014 and arranged the central capital 4.8 billion yuan.In addition,56 counties of 8 provinces launched comprehensive e-commerce demonstrations in rural areas.For the implementation of the No.1 Document of the Central Committee in 2017,《Decision of the Central Committee of the Communist Party of China on Win-Win Situation Against Poverty》 and the《 Decision of the General Office of the State Council on Accelerating the Development of Rural E-Commerce》(Guo Ban Fa [2015] No.78)and other spirits,the Ministry of Finance,the Ministry of Commerce and the State Council Poverty Alleviation Office issued the notice of the implementation of e-commerce in rural comprehensive demonstration for three consecutive years Since 2015,which selects 200 counties to launch comprehensive e-commerce demonstrations in rural areas each year.So far,there are 29 counties in Jiangxi Province have been selected as the National E-commerce into the comprehensive rural demonstration counties.Among them,7 counties including Jinxian county and Lianhua county were selected in 2014;15 counties such as Xingguo county and Quannan county were selected in 2015;7 counties including Yugan county and Lichuan county were selected and in 2016.Taking jiangxi province as an example,this paper analyzes the effects,the awareness and the level of satisfaction of e-commerce support policies on e-commerce practitioners in in Jinxian county,Lianhua county and Xingguo county through self-contained questionnaires and interviews,which provide an assessment of the implementation of the “National E-Commerce Integrated Rural Demonstration” policy in Jiangxi Province and practical advices for it.Survey results are as follows: 1.The policy effect is good,which has a great influence on the e-commerce practitioners,and the average annual income is increased by 2-2.5 million yuan;2.The geographical differentiation is obvious.The main products on the line in Lianhua County and Xingguo County are local characteristics of agricultural products;The e-commerce model mainly for the B2C&C2C,The online sales products of Jinxia cou-nty are diversified,and the e-commerce model is mainly O2 O and B2 C.The e-commerce practitioners are in the general level of understanding,high level of satisfaction in the policy.the satisfaction of the first batch of demonstration county(lianhua county,jinxian county)is higher than the second(Xingguo county).According to current situation of the above,this paper suggests that the government departments of the national e-commerce comprehensive demonstration counties should establish a local agricultural product standardization system,expand online sales channels,reduce the e-commerce practitioners' funding threshold and encourage the construction and development of the local micro-business platform based on intensified efforts to publicize e-commerce support policies.intensify efforts to promote electronic commerce support policy to achieve the goal of "national e-commerce into a comprehensive rural demonstration" policy. |
