Research On The Current Situation, Risk And Coping Strategies Of PPP Model

Our country urbanization construction and infrastructure investment is a big demand of funds,the disadvantages of traditional local government financing patterns emerge in endlessly,the government is eager to social capital is introduced to solve the problem of financing difficulties,the PPP mode arises at the historic moment,the government encourage social capital more involved,but as a result of the PPP project time long,huge capital demand,in our country's economic and financial backdrop,one of the main channel of the PPP project financing is still a commercial bank.Facing the broad prospect of the development of PPP mode,how to participate in the financial services and support for social capital by commercial Banks and governments is an urgent task to be studied.From the PPP mode meanings,this paper mainly discusses the PPP pattern of the government and commercial Banks to participate in the status quo,pointed out that the government responsibility in the relevant laws and regulations is not sound,government regulation is not in place,etc.,at the same time,commercial Banks at present in the current situation of the PPP project,as the participants also there is a risk of policy and law,contract performance and other risks.Secondly,the paper analyzes the cost and benefit of commercial Banks,and analyzes the participation of government and commercial Banks.Finally,according to the problems found and the risks,the countermeasures to accelerate the development of PPP mode are proposed from the two aspects of government and commercial Banks' business level.
