| Global environmental pollution has become increasingly serious.Natural gas has become a focus of concern as a clean energy source.The implementation of coal to gas has led to a rapid increase in natural gas consumption.For a long time,the government's implementation of a unified low gas price policy for natural gas has caused serious crosssubsidization among industrial and commercial users,and has caused gas operators to face serious losses.In this context,the National Development and Reform Commission proposed the reform of residents' ladder gas price policy.However,after the implementation of the step-by-step gas price policy,is it beneficial to the recovery of the cost of gas operators and how will it affect the revenue of gas operators? How does consumer welfare change? How will government subsidies change? All the questions are to be tested.Taking Hefei city as an example,based on residential natural gas micro survey data,this paper firstly studies the influencing factors for the residents to take natural gas saving behavior under the increasing block price policy,then proves the relationship among the residential cognition of the increasing block price policy,the residents' willingness to accept the increasing block price policy and whether they take the natural gas saving behavior;and then in order to be able to more reasonably analyze the economic effects of the residents' ladder price policy implementation,the current policy of Hefei City was optimized;finally,this paper evaluates the economic effects of the current policy and optimization policy from three perspectives: operators' income,consumer welfare,and subsidy effects.The results show that:1)residents' willingness to accept the increasing block price policy on natural gas can directly influence the natural gas saving behavior;However,the residential cognition of increasing block price policy on natural gas can not directly influence natural gas saving behavior,and may influence saving behavior through the willingness to accept increasing block price policy on natural gas.2)Under the current policy and optimization policy,the operator's revenue increases.The optimization policy has a greater effect on the operator's revenue.In addition,the operator's revenue is increased at the expense of consumer welfare loss,but the welfare loss is within the acceptable range.3)The subsidies received by low-income households under the current policy and optimization policy have all improved.Under the optimized policies,low-income households receive more subsidies and have better economic effects. |
