Research On The IT Risk Management Of The Hainan H Rural Commercial Bank

Recent years,all of the rural credit cooperatives have been transformed into rural commercial banks in succession.By 2017,there has been over 1000 rural commercial banks in China,the institutions have been the important part of finance for local economic.However,their IT risk management level is generally not well.As the relationship of banking business and IT is becoming more and more close,the IT risk is more prominent.It not only threatens the banking business safety but also restricts its rapid development.Therefore,taking the Hainan H Rural Commercial Bank as research object,making an in-depth analysis of its IT risk management,and putting forward some suggestions to optimize the management of IT risk,was very significant.After conducting a literature review and theoretical research on IT risk,the paper surveyed and assessed the Hainan H Rural Commercial Bank by the " three line system" of IT risk management.And found that,its IT system and server were deposited,and its IT management,IT risk management,IT human resource,IT outsourcing and operation,IT rules and plans were all depend on Hainan Rural Commercial Bank.There were only 2 persons responsible for the IT basic maintenance.The investment of IT was mainly for business development.The committee of IT risk management has never worked,attaching IT application but ignoring the risk management.There were many IT problems,the IT infrastructure,the capability of independent,the consciousness of IT risk,the IT management,the IT protection,the IT maintenance and the power to continuously running,the IT risk audit and supervision were all not very well.Then,after researching from the outstanding cases for the important problems,it summed some ways to optimize organizational structure,innovative management mode,strengthen the IT prevention.Provided 6 aspects and 11 suggestions,such as improving the IT management mechanisms,making overall risk management,strengthening information security,standardizing the IT outsourcing and maintenance,making continuously work well,strengthening audit and so on.In addition,the research of this article can also provide reference for other rural commercial banks to strengthen IT risk management,and help to promote more stable development of the entire banking financial system.
