Treasury centralized payment means that the state treasury will concentrate all the funds managed by the original budget units into the account of the unified treasury designated agent bank.All bank accounts of the budget entity will be cancelled.When the funds need to be used,the treasury concentration payment agency shall be based on the budget unit.The direct or authorized payment application is paid to the appropriate payee.The treasury centralized payment system is a fiscal fund expenditure management system commonly practiced in modern market economy countries,and it is an international common way to solve the drawbacks of decentralized payment of government fiscal funds.China's treasury centralized payment system began to put forward trials in 2001.Until today,China's all provinces,autonomous regions,municipalities directly under the Central Government,and separately listed cities have implemented the reform of the treasury centralized payment system.The treasury centralized payment reform is an important part of China's current financial system reform and is an objective requirement for building a public finance system that is compatible with the development of the socialist market economy.The centralized payment system for fiscal treasury in Shangcheng District of Hangzhou began in 2010.After eight years of operation,it has been continuously explored in practice and has been innovative in exploration.A set of fiscal treasury centralized payment systems with local characteristics has been formed.While achieving results,there are also many problems.This thesis takes Shangcheng District of Hangzhou as an example,through literature research,interviews,field research,theory and practice,and other research methods,sums up and analyzes the treasury centralized payment system for financial in Shangcheng District of Hangzhou in the budget preparation,payment services,financial supervision,electronic Problems in informationization,seizing the root causes of the problems,analyzing the causes of the problems,and combining the actual conditions of the work,put forward suggestions for attaching importance to budget preparation,improving daily payment services,intensifying financial supervision,and promoting electronic information construction.The aim is to promote the improvement of the treasury centralized payment system for financial in Shangcheng District of Hangzhou.In the past,the study of the treasury centralized payment system focused on macroeconomic policies,and there were few studies concerning the centralized payment system for fiscal treasury at the county and county levels.This thesis focuses on the research of the treasury centralized fiscal payment system at district and county level,and analyzes the problems of the district and county financial treasury centralized payment services,analyzes the problems,and proposes countermeasures and suggestions.It is the innovation point of this thesis.It is hoped that the discussion in this thesis will have certain reference significance for the practice of treasury centralized payment at other districts and counties.
