The Problems And Countermersures Of Centralized Treasury Payment System Reform For Xiangzhou District Of Zhuhai City

The unified application of centralized payment system in governments treasury at all levels is to promote the process of public finance reform and enhance the intensity of supervision after China's economic system changed with substantially increased financial revenue,which is a system of payment and management of financial funds to promote fiscal revenue and expenditure with greater transparency and higher efficiency in use.It provides institutional guarantees for budget implementation with great significance: First,to promote the financial funds to operate in a standardized and single treasury account system;Second,to make the process of expenditure and disbursement completely and thoroughly under the supervision of the operation;Third,to promote the use of funds units for more rapid and convenient services;Fourth,to promote the overall financial management more effective to strengthen the ability of macro-control.Based on the reform of the modern treasury management system,this paper adopts the methods of empirical analysis and field interviews,combines the practice of the reform of the treasury centralized payment system in Xiangzhou District since 2006 to classify the achievements in account system,collection mode,official card system and dynamic monitoring system,and analyzes the existing problems and reasons in the operation of the centralized treasury payment system in Xiangzhou.This paper also draws lessons from the experience and methods of the better centralized payment system in China to discover the further development and measures of the treasury centralized payment system in Xiangzhou.This paper is composed of six parts.The first part is the introduction,and mainly explains why to choose this topic,the domestic and foreign research on this system,the research methods and framework of the paper,and so on.The second part expounds the related concepts of treasury centralized payment system.The third part mainly describes the operation of centralized treasury payment in Xiangzhou District of Zhuhai City,and introduces its reform process,current situation and results.The 4th part mainly puts forward the problems existing in the operation of the centralized treasury payment system in Xiangzhou District of Zhuhai City and analyzes its causes.The 5th part draws lessons from the advanced experience of the domestic and foreign areas where the treasury centralizedpayment system works well,and sums up three revelations.The 6th part puts forward the corresponding suggestions on how to improve the operation of the treasury centralized payment system in Xiangzhou.
