China Development Bank(CDB),Export and Import Bank of China(EXIMBank),Agreeculture Development Bank of China(ADBC),these three policy banks have taken positive participation in the area where commercial banks are unwilling or inconvenient to enter,since they have been founded.They have helped with the market insufficiency and played an important role in carrying out the national policy,serving the national strategy and promoting the national economy.However,with the development of financial environment,the politic banks are left behind.This article applied methodology as paper study,interview and etc.based on H City,analyzing the current situation of politic banks and relevant regulations,the research pointed out problems from policy banks,like unclear market positioning,not outstanding on policy business and encounter business development bottleneck.These issue for politic banks' problems,in a certain level,can be resulted from insufficient supervision.This reflects on things like supervision system is insufficient,lack of effective performance evaluation system,improper supervising correspondence,insufficient cooperation on supervision,lack of strength on risk supervision,relatively undeveloped supervising method,not supportive to creative business,supervising resource not enough,and so on.This article analyzed the cause for the problems and combined with the result have been achieved in the supervision work on H City,pointed out some thoughts on politic banks' supervision in the aspect of perfecting laws and regulations,reasonable setting of evaluation system,perfecting supervising and enhancing risk management,improving external & internal supervising cooperation,promoting creation and perfecting supervision and constraint system etc.
