| With the process of urbanization accelerating,Chinese rail transit is in a high speed development stage,but the difficulties which are huge cost and poor profitability restrain Chinese urban rail transit development.In the construction and opera-tion of urban rail transit,countries have noticed the existence of railroad traffic externality.Thy through recycling strategies to internalize the externality with the idea of value captureand and the joint development of strategies have caused external internalization.Therefore,as a basic development to promote the estimates which is the implementation of joint development model are particularly important.Based on the theory of externality,this paper analyzing the externalities of urban rail transit and its attribution,reveals the mechanism of land value capture along urban rail transit,and puts forward a clear direction for internalizeing externalization.This paper with the "Value Capture" as the main line,in the comparison of domestic and foreign major strategy,analysed the joint development model of China's national conditions of the applicability ande implementation,put forward its implementation steps and organizational processes to determine the capture target.From the corridor effect theory,we know the calculation of value capture have two dimensions of the range and intensity and studied the method of calculating the value capture along the urban rail transit,using the method of scientific measurement.After,this paper surveyed 289 sets of building from Changsha Metro Line Ⅱ,and introductied the above model group,finally calculated the 46.269 billion yuan from value capturing.Based on the measured results,the paper simulated Metro Line Ⅱ adoptsing the joint development model to recover value and drawed the conclusion that the investment can be recovered in 2037.Value capture is a complex subject,this paper build a joint development of the organizational process and provide practical implementation.At the same time,using the corridor effect theory-field effect,this paper combined the range and premium to measurement,which avoid the limitations of the single thing. |
