Finance is the "basic and important pillar of state governance".The budget system is the foundation of the modern fiscal system.The continuous development and progress of the modern fiscal system requires continuous reform of the budget system.In the revised Budget Law of 2014,the term "performance" was mentioned six times,and the party's 19th National Congress report proposed full implementation of performance management.The performance budget is first and foremost in the United States,the United Kingdom and other countries.The implementation of the budget management model of performance budget is conducive to improving the efficiency of fiscal expenditure.In the countries that implemented the performance budget reform,their administrative efficiency and fiscal expenditure efficiency have improved significantly compared with those before the reform.China's performance budget reform conforms to the needs of the development of the socialist market economy and matches the modern fiscal system,reflecting the development direction of the modern budget management system.Through the in-depth study of performance budget reform,it has important guiding significance for local governments in China to improve the budget management level and improve the efficiency of fiscal expenditure.This paper takes the performance budget reform of local government in China as the research object,and uses public principal-agent theory,new institutional economics theory,public choice theory,through literature research analysis,theoretical analysis and comparative analysis to reform the performance budget of local government in China.In-depth research on relevant theories and domestic and international budget reform practices,trying to analyze the three main aspects:first,analyze the current development of performance budget in China;secondly,reform in the pilot areas of performance budget reform in Guangdong,Hebei,and Shanghai As an example,this paper analyzes the practical experience and feasibility of China's performance budget reform,reveals the problems of local government's performance budget reform,and finally draws on the successful experience of US and UK government performance budget reforms to propose local government performance.Path selection and countermeasures for budget system reform.
