In recent years,the development of agriculture and animal husbandry in Inner Mongolia is facing a huge challenge,how to speed up the break the bottleneck currently facing,how to upgrade the transformation of agriculture and animal husbandry inject a strong driving force,how to accelerate the modernization of agriculture and animal husbandry in Inner Mongolia area,how to construct modern agriculture and animal husbandry industry system,production system and operating system.Based on the existing financial service system,establishing and perfecting the rural inclusive financial system is the effective measures to solve these problems.The perfect,perfect,inclusive financial system,rural and pastoral areas can be comprehensive,effective for agriculture and animal husbandry industry all of farmers and herdsmen to provide services.In 2005,when the United Nations promoted the concept of "inclusive finance" in the context of the International year of Microcredit,the international community came to realize that inclusive finance could enhance financial inclusion,support economic growth and promote employment,The importance of eradicating poverty and achieving social equity.In November 2013,The resolution of the third Plenary session of the 18 CPC Central Committee clearly set out the strategic task of "developing inclusive finance." in October 2015,the CPC Central Committee's proposal on formulating the 13 th Five-Year Plan for National Economic and Social Development,"developing inclusive Finance,"Efforts to strengthen financial services to small and medium-sized enterprises,rural areas,especially in poor areas ".201 On November,the Central leading Group for Comprehensive deepening Reform deliberated and adopted the "Promotion of inclusive Financial Development Plan 2016-2020" on September 2016.During its presidency of the G20,China put forward the formulation of the "G20 Senior principles on Digital inclusive Finance",which is the first high-level guiding document introduced by the international community in this field.On October 18 th 2017,the party's 19 th CPC National Congress report,To promote economic globalization towards a more open,inclusive,inclusive,balanced,win-win direction.But in the development of inclusive finance,there is still a service imbalance,high cost,low efficiency,business can maintain We discuss the opportunities and challenges of risk management in inclusive finance in many dimensions,and put forward some reasonable countermeasures and suggestions.Based on the development of inclusive finance and the strengthening of inclusive finance in rural pastoral areas,this paper discusses the main factors affecting thedevelopment of inclusive finance in rural pastoral areas of Inner Mongolia,and puts forward some reasonable and efficient ones.The content of this paper is divided into five parts: firstly,combing the existing theoretical basis of financial development and expounding the relationship between these theoretical basis and inclusive financial development;secondly,Focusing on the inclusive financial market,inclusive financial demand and inclusive financial environment of Inner Mongolia rural pastoral areas,this paper expounds the present situation of inclusive finance development in Inner Mongolia rural pastoral areas and puts forward the existing problems in Inner Mongolia rural pastoral areas.AHP Analytic hierarchy process measures the degree of financial inclusion in Inner Mongolia rural pastoral areas;on the basis of the obtained inclusive financial development index,the main factors affecting the development of inclusive finance in rural pastoral areas are tested by Tobit model.Finally,According to the empirical results and existing problems,this paper puts forward constructive suggestions to speed up the improvement and improvement of the inclusive financial system in Inner Mongolia rural pastoral areas.
