The development of rural tourism in Hainan not only plays an important role in driving the economic development of Hainan island and pushing people in poor areas out of poverty and getting rich,but also can connect the coastal tourist spots and tropical tourist spots scattered around.It can accelerate the integration and development of tourism industry and related industries such as agriculture,forestry,fishing and other related industries around Hainan Province." fan out from a point to an area,from a line to a surface",it is the solid foundation of gradually forming the new situation of Hainan tourism.Affected by their own financial situation,guarantee resources and other factors,Hainan rural tourism enterprises have the problem of financing difficulties.However,the rural tourism construction credit products provided by various financial institutions in Hainan are difficult to meet the growing financing needs of enterprises in terms of product,service level and quality.China Agricultural Development Bank,as the only agricultural policy bank in China,makes up for the shortage of "credit reluctance","refusal to lend"subsidy by commercial financial institutions and insufficient state finance.From 2009 till now,it launches precision design,interest rate,large scale credit products to Hainan rural tourism enterprises.It also provides credit services that cover enterprises from the establishment,growing period to the steady stage.At the same time,China Agricultural Development Bank pays attention to the promotion of social benefits and lay a good foundation for the sustainable development of enterprises.The paper combines the case and characteristics of successful support for the development of A company,shows the results of years of cooperation between the bank and enterprises,deeply excavates the problems existing in the development of rural tourism construction credit business,puts forward a comprehensive approach to solve the development problem from the three aspects of government improving support measures,agricultural policy bank improving credit support and rural tourism enterprise enhancing their own financing ability.This paper also puts forward the guarantee mechanism to promote the development of rural tourism credit business in Hainan Branch of Agricultural Development Bank.
