The nineteen party put forward in 2017:we must implement the strategy of regional coordinated development,financial and taxation,monetary,industrial,regional and other economic policy coordination mechanisms should be improved,Promoting the optimization and upgrading of traditional industries and vigorously developing modern service industries,strive to reach the international leading level.But Heilongjiang has always adhered to the central government's strategic plan,innovative implementation of the"five major planning",and vigorously develop the ten key industries,speed up the"Longjiang Silk Road belt"construction,the core strategy of the coordinated development of regional economy has greatly promoted the development of local economy in Heilongjiang province.The nineteen party put forward to adhere to the strategy of regional coordinated development again,in view of the industrial structure of local economy in Heilongjiang Province,such problems as industrial type,partial resource type,partial tradition,inflexible traditional mechanism,lack of vitality of state-owned enterprises and slow development of private enterprises,etc.Governments at all levels in Heilongjiang province will continue to promote the overall development of the"five in one"overall layout and coordination to promote the"four comprehensive"strategic layout,firmly establish the new concept of development,do steady growth,promote reform,adjust the structure,increase investment,improve people's livelihood and other important work,as an important means to speed up economic development,public policy plays an important role in realizing balanced development of local economy,narrowing the difference of local economic development.In view of this.it is very significant to study the policy of speeding up the local economic development of Heilongjiang province.Starting from the basic theory of the local economic development policy of Heilongjiang province,combining the theory of unbalanced growth,the theory of industrial layout,the theory of public goods and the theory of coordinated development of regional economy,this paper expounds the important significance of the policy to raise up the speed of the development of local economy in Heilongjiang Province.Taking advantage of Eviews7.2 to analyze the correlation between GDP and financial revenue and expenditure in different cities.Based on the description and analysis of the local economic development in Heilongjiang Province,the current policy on the analysis of the development of local economy there are irrational industrial policy,small fiscal and tax policies,oriented financial policy is not perfect,and the related policy is not perfect and so on,and take the existence question as the breakthrough point,analyzes the question existence cause of formation,including policy,the fund lacks,the policy implementation is not in place,lacks the safeguard mechanism and so on.Drawing lessons from the successful experience of local economic development policies at home and abroad,the paper puts forward policy recommendations to speed up the development of local economy in Heilongjiang province,it includes the industrial policy suggestions of playing the role of policy oriented、clearing the limits of industrial policy;reasonable allocation of financial funds,sound financial subsidies,the improvement of the transfer payment system,the promotion of related tax reform and the improvement of tax preferential policies,such as fiscal and tax policy recommendations;monetary policy proposals such as optimizing local credit policy、optimizing the financial investment environment and expanding investment financing channels;and other policy recommendations.
