Since the reform and opening up,the national power of China has realized unprecedented development.All industries also develop rapidly with the growing power of China.The power equipment manufacturing industry is a core component of the equipment manufacturing industry,as well as an indispensable basis for industrial development of China.During the period of the 13 th Five-Year Plan,the government vigorously supports industrial innovation and releases Made in China 2025 to develop China into a manufacturing power.The Belt and Road Initiative and the proposal of establishing Global Energy Interconnection indicate that upstream and downstream enterprises of the power industry,including power transmission and distribution equipment manufacturers,are in an once-in-a-lifetime period of strategic opportunities.As a power transmission and distribution equipment manufacturers,Henan Pinggao Electric Co.,Ltd.should seize the opportunity,abolish previously price-based vicious competition strategy and focuses on strategic management to force itself to discover its defects from the perspective of overall performance evaluation,thus improving its performance in an all-round manner.With the evolution of modern enterprise system,scholars also explore the field of performance evaluation and generally believe that a scientific and comprehensive performance evaluation method can supervise and urge enterprises to better realize value maximization.Therefore,how to use existing theoretical knowledge as a reference to develop a performance evaluation system suitable for power transmission and distribution equipment manufacturers has become a primary problem.The main research methods adopted in this paper are literature research method and case study method.Taking relevant literature wrote by predecessors on performance evaluation as the research basis,the studies conducted by predecessors are summed up and sorted from three aspects,that is,performance evaluation,economic value added and balanced scorecard,to draw the conclusion that balanced scorecard integrates financial and non-financial indexes related to stakeholders from the perspective of balance,it is more suitable for the evaluation of operation performance of enterprises.Starting with current performance evaluation system,Henan Pinggao Electric Co.,Ltd.is selected as the case in this paper to analyzes existing problems in evaluation indexes and scoring method from the aspects of company,department and employee,thus discovering such problems as the divorce between the system and enterprise strategy,incomplete indexes,the neglect of capital cost and the lack of industrial benchmarking and feedback mechanism.By virtue of the idea of balanced scorecard,the performance evaluation system is divided into two parts,respectively management and operation,to accordingly break down overall enterprise strategy and decompose company-level indexes into department-level and employee-level indexes.By utilizing analytic hierarchy process and expert scoring method to determine the weights of indexes at different levels and using critical value method to nondimensionalize comparable indexes,the score and rating of performance at company level are obtained.The management performance and operation performance of Henan Pinggao Electric Co.,Ltd.in 2016 is comprehensively evaluated in this paper with improved performance evaluation system to provide suggestions for future development of the enterprise based on the evaluation results,including establishing a supervision department for performance evaluation and setting up feedback mechanism and incentive policy.It is hoped that this paper can provide certain inspirations for the establishment of the performance evaluation system of the whole power transmission and distribution equipment industry.
