Safeguarding fairness is the core value concept of social security.Increasing efficiency is the natural attribute of social security.Social security as a social "safety net" and "shock absorb" itself is a product of social pursuit of fairness.Fairness is the inherent requirement of social security,and it is also the primary principle that society follows."Fairness,justice,and sharing are the core values of the social security system." It is also the core concept of the old-age insurance system.The fairness and efficiency are the basic relations that must be properly handled in the construction of the social security system,and the construction of basics with Chinese characteristics.Endowment insurance system should adhere to a reasonable view of fairness and efficiency.Based on China's basic national conditions,the "classification and insurance" has long been a very prominent phenomenon in the fragmentation of the system.Whether it is between urban and rural areas or between different types of insurance,the establishment of a basic old-age insurance system for urban and rural residents breaks the gap between urban and rural areas."Duality" realizes the unity of the system and reflects the fairness of the system.The establishment of a basic old-age insurance system for urban and rural residents has achieved a fair starting point,fair rules,and fair results for urban residents and rural residents.It has eliminated the"duality" of the urban and rural system,and everyone has enjoyed equal rights to endowment insurance.Reflecting that the total amount of funds combined with the basic pension and personal accounts is distributed,the treatment of urban rural residents within the system is fair.This article is divided into five chapters,from the introduction of the first chapter to the fifth chapter to improve the fairness of the system.The content of this paper is the fairness of the basic endowment insurance system for urban and rural residents,which is based on the principle of fairness of basic endowment insurance for urban and rural residents,and then analyzes the fairness of the basic endowment insurance system for urban and rural residents.Fairness manifests itself in equitable qualifications for participation,fairness in institutional rules,and fairness in the bottom line.Fairness defects mainly reflect unfair treatment,unfair treatment for urban employees and urban and rural residents,unfair regional subsidies,and large gaps in basic pensions.The hidden inequities between urban residents and rural residents.These unfair performances result from the fragmentation of the system,the low level of overall planning,the "one size fits all" fiscal subsidy policy,and the incompleteness of the basic pension adjustment mechanism.From the aspects of improving the adjustment mechanism for treatment,raising the level of overall planning,rationally dividing the ratio of financial subsidies between the central and local governments,and planning the development of the basic endowment insurance system in urban and rural areas,we will achieve social equity.
