Research On The Fairness Of Rural-urban Pension Insurance System In Guangdong Province

Social security system,as one of the important secondary allocation system arrangements,is naturally shouldering the important mission of realizing social fairness from the beginning of the establishment,fairness is the core concept of social security.In our country,social insurance,as an important part of the social security system,has been improved and developed since the reform and opening up.It not only has realized the full coverage of Rural-urban Pension Insurance System and promoted the equalization of basic public service development,but also achieved a major step forward in social fairness and justice and preliminarily solved the problems caused by urban-rural dual-division initially.However,many matters of fairness existing in Rural-urban Pension Insurance System cannot be completely solved through those single means of urban and rural co-ordination and system unification,the inequity of Ruralurban Pension Insurance System is still very serious due to the differences of region,occupation and household registration.Based on this social background,this paper will take the Rural-urban Pension Insurance System in Guangdong Province as an example,start from the basic connotation,construction principle and evaluation index of fairness,use the methods of the literature research,normative research,comparative analysis,qualitative analysis and quantitative analysis,discuss the fairness of Rural-urban Pension Insurance System in Guangdong Province in the construction and reforms,so as to comprehensively and systematically discuss the fairness in the development process of the system.Based on the perspective of social equity research,this paper mainly carries out the research according to the thought: "putting forward questions-analyzing problems-solving problems".Firstly,it analyzes the evolution of China's endowment insurance system since the founding of new China,guided by the spirits of 18 th CPC National Congress and the requirements of integrating Rural-urban Pension Insurance System in the Third Plenum of the 18 th CPC Central Committee,referring to the theory of equity related to social security at home and abroad critically,combining with the principles of fair construction of Rural-urban Pension Insurance System in China,then initially set up the measurement index system of the equity of Rural-urban Pension Insurance System in Guangdong Province.Through the research and analysis of the fairness of Rural-urban Pension Insurance System in Guangdong Province,it pointed out that there are some problems in terms of fair qualification,fair rule,fair treatment and fair subsidy.Finally,this paper puts forward some pertinent countermeasures and suggestions from a realistic point of view to look forward to the promotion of the system in the future.
