With the rapid development of the productivity and economy,the overall living standard of Chinese people is rising constantly.However,the resource problem and environmental problem have become increasingly prominent,facing a serious situation,such as shortage of resources,wasting seriously,environment pollution and ecological destruction,especially in recent years,suffering from frequent haze and worse air quality.Energy conservation and emission reduction is an inevitable choice for China to build a resource conserving and environment-friendly society.It has important strategic significance for developing low carbon economy and realizing structural adjustment.As a major role of energy consumption and pollutant emission in China,the power generation industry is the key area of energy saving and emission reduction,which is facing great pressure.To effectively promote energy saving and emission reduction in power industry,improve energy efficiency of power generation industry and reduce pollutant emissions,meanwhile achieve macroeconomic goals of power industry and national development of low carbon economy relative access,it is necessary to continue to strengthen supervision and management of energy saving and emission reduction in power industry.Therefore,it is of great significance to comprehensively evaluate the performance of energy saving and emission reduction in the power generation industry.In this paper,the research object is the performance of energy saving and emission reduction of the power generation industry.We analyze the background and significance of the research on energy saving and emission reduction in power generation industry firstly,and summarize the research results about it.O n the basis of that,the concept and related theory of energy saving emission reduction and method of performance evaluation have been expounded detailedly.Then,combining the ideas in the construction of index system and the influencing factors of energy saving and emission reduction in power generation industry,we establish the index system which is scientific and reasonable and suitable for the performance evaluation of energy saving and emission reduction in power generation industry,six fields are taken into consideration,including the low carbon power structure,power generation technology economy,pollutant emissions,resource utilization efficiency,energy saving and innovation mechanism energy saving and emission reduction management.We evaluate the performance of energy saving and emission reduction of the five selected areas by the IPSO-LSSVM.Through the analysis of the evaluation results,it proves that the model has higher evaluation accuracy and generalization performance,also practical.According to the results,regional energy-saving power generation industry emission reduction performance levels is on the rise annually,and all the provinces arrives at the level of "good" that this paper setted.Finally,on the basis of the research results and the existing problems,the corresponding policies and suggestions to improve the energy saving and emission reduction performance of the power generation industry are put forward.
