Power industry, as one of the important areas of the energy industry, plays an important role on China's sustainable economic development, enhancing the comprehensive national strength and improving people's quality of life and building a harmonious society plays, however its energy conservation also directly related to China's Energy-saving and emission reduction goals. In order to successfully achieve its objectives, power industry must carry out comprehensive evaluation of Energy-saving and emission reduction performance for quantitative assessment and identification of the gains and losses, which will provide reference for improving policies and measures to further promote the goals. Accordingly, with the foothold for the coordination of Energy-saving and emission reduction and sustainable development, this paper has conducted a study and exploration in the performance evaluation of power industry Energy-saving and emission reduction.This thesis applied the the classical theories of comprehensive evaluation and new methods of combined Evaluation to the research. It developed a quantitative result-oriented index system for the special performance evaluation, and established a Combination evaluation model, the one is a complementary integration of subjective evaluation methods which are function-driven including two models of indicator-preference and project-preference and objective evaluation methods which are difference-driven including two models of overall difference and Local difference. Then, with Combination evaluation model as the tool and the whole country and its 18 provincial-level administrative regions as the Evaluation objects, this paper had made an empirical study on the Energy-saving and emission reduction performance of the power industry. Subsequently ,according to the results, the paper summarized present performance and made recommendations for further promoting Energy-saving and emission reduction of electric power industry.
