With the continuous changes in the global economic and the policy environment,market competition is also fierce.When companies face increasing competitive pressures,managers have gradually given more responsibility to internal audit in order to respond to risks,strengthen control,and promote the realization of strategic objectives.As one of the important functional departments,internal audit provides comprehensive and objective confirmation and evaluation services for corporate governance,internal control and various operational management activities.Therefore,in order to accurately measure the internal audit's contribution to the value of the company and effectively play an internal audit function,it is necessary for enterprises to effectively evaluate the efficiency and effectiveness of internal audit.In China,relevant theoretical research and practice in the field of internal audit performance evaluation have not yet fully matured,and most companies still adopt traditional performance evaluation methods.These methods cannot fully reflect the effect of internal audit,which severely limits the development of internal audit and the improvement of auditing efficiency.After extensive literature research,we found that the introduction of BSC into internal audit performance evaluation can make use of the balanced advantage between financial and non-financial,internal and external,and long-term and short-term,to improve internal audit quality and efficiency.In this context,this paper first reviews the domestic and foreign research results,describes the principle and applicability of applying BSC in the evaluation of internal audit performance.Secondly,in the case study internal audit performance evaluation system,we discovered the existence of the current system problems and their causes.Subsequently,this paper combines the actual situation and needs of FM Company to modify the traditional BSC model,which is to introduce the risk dimension based on the four dimensions of the original financial,customer,business process and learning and growth.Through interviews and questionnaires with experts and relevant personnel,we select specific indicators from the corporate strategic goals and use the AHP to empower selected indicators.Finally,this article analyzes the scores of the new appraisal system for internal auditing of FM Company,and proposes improvement suggestion.In addition,this article also proposes several safeguard measures to ensure the implementation of the new system.The application of the BSC model to the internal audit performance evaluation of the FM Company not only enables the company to more accurately measure the internal audit's contribution,but also increases the enthusiasm of internal auditors,optimizes the internal audit process,enhances the level of internal audit performance and help companies reduce the risk of operating and governance.At the same time,it also provides reference for other companies' internal audit performance research.
