Research On The Performance Evaluation System Of Local Government Investment And Financing Platform In China

Since the state issued a document in 2017 on the local government investment and financing platform in the form of the purchase of services to control the form of financing,government investment and financing platforms across the country have considered transformation.The progress of the transformation is not optimistic,because the investment and financing platform of current local government just has basic attributes but lacks market attributes.A platform that has market attributes which is the goals and direction of efforts to reform and transform local investment and financing platforms,has the vitality of the market so that it can compete with the related enterprises in the market.The market attributes of the government investment and financing platform need to be transformed from the enterprise internal.The current government investment and financing platform is using the objectives and tasks assessment method.In that case,the platform is accounted for by the finance department every year,and finally it will report the task accomplished in the current year to the government departments.However,the method can't go deep into the enterprise's internal management and other aspects,can't understand the specific reasons for the performance fluctuations,and can't put forward suggestions to improve the problem.In light of the above,it is very important to set up the enterprise performance appraisal system from the perspective of the enterprise.This paper constructs a performance evaluation index system of local government investment and financing platform under new situation,which takes local government investment and financing strategy as the goal and combines with the economic value added(EVA),Balanced Scorecard(BSC)and the characteristic of the local government investment and financing platform.The construction of this Index system is conducive to increasing the vitality of enterprises and enhancing the competitiveness of enterprises.In the meantime,in the future development of the enterprise,it can correctly guide the investment direction of funds,effectively prevent the debt risks and optimize the allocation of government resources.The last but not the least,the system provides a basis for local governments to grasp the operational performance of local government investment and financing platform in real time.
