Research On The Reform Of Hohhot Customs Under The Background Of National Customs Clearance Integration

With the continuous development of economic globalization,in order to adapt to the new normal economic development and the new system of open economy,the General Administration of Customs took initiative to carry out nationwide reform of customs clearance integration on July 1,2017.Relying on the construction of "two centers and three systems",it has broken the mode of operation of the traditional customs clearance mode in which time and space are concentrated in the customs clearance.At the same time,the time and space for supervision has expanded from the customs clearance to the entire process.In the reform of the customs supervision system,it is bound to present new requirements to the positioning and the establishment of institutions of the customs of Hohhot,and forces the customs of Hohhot to carry out institutional reforms which include the adjustment of agency responsibilities,job positions,and business processes,the change of the management concepts models and methods.In these circumstances,based on the theory of government process reengineering and seamless government,this article expounds the concepts of customs clearance integration and customs agency reform.It also briefly outlines not only the current configuration of customs functions and and institutional settings in Hohhot Customs,but also the impact of customs clearance integration on the positioning of customs functions in Hohhot.Then the author identifies the current problems and causes of the customs function configuration and organization setup in Hohhot.Afterwards,this paper borrow ideas from the ways that US and Hongkong set the functional positioning and agency settings.Finally,in combination with the actual situation of Hohhot customs,according to the inspiration that the theory of government process reengineering and seamless governmen to the Hohhot Customs,the principles and objectives of Hohhot customs reform was proposed as well as the specific reform idea focusing oh the following aspects: the establishment of five centers including the taxation management centers,risk prevention and control centers,centralized review videos centers,inspection operations monitoring centers and audit centers;centralizing operating on tax-exemption and processing trade,bonded supervision,statistics and other operations;promoting the "Internet+Customs" project;transforming the function of the subordinate customs and so on.
