In recent years,Metro,inter city,light rail and other urban rail transit projects are more and more popular in China's major cities due to their large capacity,low energy consumption and environmental friendliness.Latest data shows that in 2020 China's city rail project investment will exceed 4 trillion yuan,the government fiscal obviously can not meet the current across the country Subway boom,so as to attract social capital investment in city rail transit construction imperative.The party's the third Plenary Session of the 18 th CPC Central Committee social capital in the form of franchise to participate in the construction of city public infrastructure given clear favorable policies,but also laid a solid foundation for the system of PPP in our country wide landing.Xi'an subway Lintong line(line 9)(hereinafter referred to as line 9)is an important transportation corridor in urban district of Xi'an City to the Northeast regional extension of radiation,the textile city starting point,end point located in the Qin District of Lintong Avenue,the entire underground line,a total length of 25.296 km,a total of 15 stations(including 3 transfer stations)the total project budget,14 billion 428 million yuan.In order to alleviate the Xi'an Metro Line 9 project financial pressure,improve the operation efficiency of the Xi'an municipal government decided to adopt the PPP mode of construction and operation of the project,designated Office of the Xi'an city subway construction headquarters(Metro Office)as the project implementation agency,by the Xi'an City Underground Railway Co.the company(Xi'an Metro Company)implementation,responsible for project work.After preparation and public bidding,in 2016 14 billion 189 million China Railway Group Limited to bid,and government funded representative of Xi'an Metro Company jointly set up a item company,the registered capital of 1 billion yuan,of which the subway company shares accounted for 40%,accounting for 60% of the shares in China.This article from the necessity and feasibility of the scheme,PPP mode of operation carried out in-depth analysis on Xi'an Metro Line 9 project take structure,risk,economic evaluation and the key factors influencing project,that the key factors in the successful implementation of the project are: reliable legal protection system and the full feasibility feasible scheme and adequate stability the cash flow,its advantage is to make full use of flexible PPP model,to further reduce the financial pressure of the government,the government play a regulatory role,reasonable project risk sharing,let professional people to do professional things,to provide better quality services for the people of the subway.It further proposes nine countermeasures that Line 9 project must focus on,that is,strict PPP project performance appraisal standards,standardize management fee expenditures of construction unit,intensify project supervision bidding,deepen land acquisition work,and make it clear that which is the main subject of taxes and fees in the upfront costs,clear management interface,scientific passenger flow forecasting.
