On Phenomena Of Backward In Rights And Interests Protection Of Rural Public Goods And Countermeasures

Since reform and opening-up, a historical transition was take place on our country’s rural society, but the rural economics is still lag far behind, "issues concerning agriculture, countryside and farmers’persisted, therefore, the focus and the difficult part of modernization construction and building a well-off society in an all-round way depend on countryside. As the foundation of rural economic development, the comprehensive and effective supply of rural public goods is not only the government’s important mission, but also basic security of farmers’ rights and interests. At present, the undersupply, supply imbalance and supply inefficiency of rural public goods is common for various reasons. This situation led directly to damage farmers’rights and interests of public goods. The living conditions of low-income groups in impoverished rural areas are exceptionally bad, which has become the bottleneck of rural economic development. Therefore, rural public goods supply is a critical problem to resolve "issues concerning agriculture, countryside and farmers", improve farmers’ living standards and develop rural economic rapidly. This thesis takes the low-income groups in Hubei rural areas as main object of study, aims at protecting famers’rights and benefits on rural public goods, then studies and analyses the government’s policy on full and efficient supply of rural public goods by deeply.This thesis is made up of five parts:the introduction represents the background of the research; the research situation of rural public goods is reviewed and analyzed; the researching methods, content, structure and key problems are also described in this part. Theoretical basis of this research is given in chapter one, including definitions of low-income groups in rural areas, public goods, rural public goods, etc., related theories of public goods supply is also introduced. Chapter two takes the low-income groups in Hubei rural areas as object of study; takes Wufeng Tujia Nationality Autonomous County, Hubei Province as a study case, bases on the combination quantity and quality analysis methods to figure out the main problems of rural public goods supply in an empirical way. Chapter three makes a comparative analysis of reasons of famers’rights deficiency on rural public goods in various points of view. Based on analysis in previous chapters and basic theories, the last chapter gives a new concept of rural public goods supply system on public expenditure, supply subject and interest expression mechanism.
