| The construction of urban integrated pipe gallery is an important part of infrastructure construction in China,and its' intensive pipeline management model can effectively solve all kinds of problems caused by pipeline buried directly.With the development of society,the progress of urbanization and information intelligence in China is changing with each passing day,and the rapid development of economy and culture has put forward higher requirements for the construction of urban integrated pipe gallery,therefor,the overall planning and institutionalized management of urban integrated pipe gallery are particularly important.At the same time,the construction and operation of urban integrated pipe gallery require huge investment and high cost,and there has not been a uniform cost-sharing standard among the participants,therefor,the large-scale construction and popularization of urban integrated pipe gallery is greatly restricted.In order to resolve the financing problem of urban integrated pipe gallery construction,this paper attempts to apply the PPP model to the construction of urban integrated pipe gallery in China,and explore the scientific and reasonable method of cost-sharing under the PPP model to promote the rapid development of urban integrated pipe gallery construction.The following research is carried out in this paper on the cost share of urban integrated pipe gallery construction under PPP mode:Firstly,starting with the theory of PPP model,the related theory of urban integrated pipe gallery and the knowledge of cost sharing,analyze the core advantages of the PPP model and put forward the cooperative mechanism of the application of PPP model to the construction of urban integrated pipe gallery,study on the economic properties of urban integrated pipe gallery and clarifies the economic attribute of its quasi-public goods,and compare the advantages and disadvantages of the five cost sharing methods and their application stages.Secondly,make clear the main body of the construction of urban integrated pipe gallery,analyze the two kinds of compensation modes and their characteristics for the construction of urban integrated pipe gallery in China,determine the SB-O-T mode is more in line with the situation of the urban integrated pipe gallery in our country,study the present situation and difficulties of the cost sharing of the urban integrated pipe gallery in our country,which lays a foundation for the establishment of cost sharingmodel of urban integrated pipe gallery construction.thirdly,optimize the traditional cost sharing method,propose the combined application of the optimization of traditional cost sharing method,weight calculation method and group decision method based on the squared deviation method and verified by an example which provides some ideas for the cost sharing of urban integrated pipe gallery construction.In this paper,it is determined that the combined cost sharing method based on the squared deviation method is more scientific and applicable through the combination of theoretical research and case analysis.It can greatly improve the enthusiasm of pipeline units to enter the urban integrated pipe gallery,effectively solve the problem of cost sharing of the urban integrated pipe gallery construction,and speed up the application of PPP model to the development of standardization and normalization in the construction of urban integrated pipe gallery. |
