Compared with traditional direct buried pipelines,the construction of integrated pipeline corridors can achieve unified planning and management of urban pipelines,with obvious advantages.For the laid pipeline,it can slow down the aging speed and reduce the frequency of its replacement.Secondly,it does not affect the road traffic when updating the maintenance pipeline network,eliminating the drawbacks of the“pull link”;and further prolonging the service life of the road.The pollution to the urban environment has been reduced,and the social benefits have been remarkable.At the same time,the construction of the pipe gallery has also improved the security of the infrastructure,making full use of the underground space resources,and reserved more development space for the future development of the city.Due to the huge investment in the current period,the government's financial capacity is limited,and the single financing model is not enough to support the construction and promotion of the integrated corridor.Therefore,the government has begun to vigorously promote the PPP model,and promote the cooperation between the government and the social capital to introduce the advanced technical experience of the social capital.Participate in the construction of a comprehensive pipe gallery.However,the integrated pipe corridor PPP project is an infrastructure project with a long construction period,large investment and low returns.At the same time,its unique public-private partnership model also makes the project participants numerous.Therefore,the risk identification and management under the PPP mode is often more,larger and more difficult to control than the general construction project.Therefore,risk identification and risk sharing research play a crucial role in the successful implementation of PPP projects.In the specific research content,this paper first introduces the research background,research significance and the status quo of research at home and abroad,and gives an overview of the PPP model,the construction of integrated pipe corridor and project risk management,and then the overall integrated corridor of Gui'an New District.Based on the analysis of the characteristics of the planning and construction of the PPP project of the integrated pipe gallery,the risk factors of the PPP project of the comprehensive pipe gallery in Gui'an New District were identified.Through the literature summary and expert interviews,the risk factors were selected and revised.Afterwards,the risk factorswere screened and determined through questionnaire survey.The reliability of the questionnaire results was tested.The risk factors were simply classified by factor analysis.On the basis of risk identification,this paper defines government departments and social investors as the main body of risk sharing,proposes the risk sharing proposal of PPP project in Gui'an New District Integrated Pipeline,and rationally distributes the shared risks based on the entropy-TOPSIS model;Finally,the proposal for the risk response of the PPP project of the comprehensive pipe gallery in Gui'an New District was put forward.
