Research On The Issue Of Government's Dishonest Behavior In The Process Of Serious Illness Insurance

Since the establishment of the medical insurance system in China in 1998,a multi-level and high-security medical service security system has gradually taken shape.In order to further expand the level of protection,relieve the pressure of high medical expenses on residents and prevent residents from appearing “due to poverty due to illness and returning to poverty due to illness”,in 2012,the six ministries and commissions of the country promulgated “on the development of serious illness insurance for urban and rural residents."Guiding Opinions"(hereinafter referred to as "Guiding Opinions").The "Guiding Opinions" pointed out the importance and urgency of making urban and rural residents serious illness insurance(hereinafter referred to as serious illness insurance)part of the basic medical insurance system.Basically,the principle of "adhering to government-led,professional operations" is basically established.The government,individuals,and insurance agencies share the mechanism for serious illness insurance.As a kind of quasi-public goods,serious illness insurance has certain non-competitiveness and non-excludability,which means the possibility of market failure.At the same time,the medical market is not the same as the standard competitive market.There are barriers to entry and information is not.Symmetry and other characteristics,so the government as the initiator of serious illness insurance,but also the designer,to conduct appropriate intervention to prevent market failure.From the perspective of game theory and information economics,this paper uses game thinking to explore the behavior of the government,commercial insurance companies,and higher-level regulatory authorities.Through the study of the formation mechanism of the government's untrustworthiness behavior,it explores the ways in which supervisory authorities at higher levels supervise government's untrustworthy behaviors,and on this basis,it discusses specific measures for resolving government dishonesty behaviors.
