| The promotion and application of PPP mode is a major reform measure to relieve the financial pressure of local governments and promote social capital investment.Since the PPP policy was proposed in 2014,China's PPP model has been developing at a high speed for four years.With the increasing scale of PPP mode in the field of investment and financing of urban construction,most local governments have encountered a series of common problems.In this paper,the status quo of Baoding city to promote the PPP mode as a starting point,the problems in the analysis of the PPP mode to promote,the cause of trying to find the problem,puts forward some countermeasures for perfecting,to better promote the development of the PPP mode in Baoding city.This paper first analyzes the Baoding PPP mode to promote the status quo,put forward a series of problems in advance,mainly reflects in: government supervision does not reach the designated position,social capital,unfair competition,not enough scientific project management,professional talent shortage,etc.,and the researches in these problems,and to find the causes of problems.These causes can be summarized as follows: inadequate guarantee of legal system,imperfect operation experience and coordination mechanism,misunderstanding of participants,imperfect supervision system,etc.Second from Guangxi Laibin,promotion of the PPP projects,Hebei Cangzhou some experience,summed up the need to establish a perfect system,strengthening the fiscal constraints,the implementation of comprehensive regulation,establishment the mechanism of incentive compatibility.Finally,on the basis of the above experience,this paper puts forward some Suggestions to improve the PPP mode of Baoding.Include: perfecting legal system and the transformation government concept parallel,fully give play to the role of market mechanism,standardize the project management,strengthening talents elements support,introducing the third party institutions and strengthening social supervision system. |
