As an important part of the social insurance system,reform of the pension insurance system not only affects the basic living standards of the workers after retirement,but also affects the overall situation of social harmony and stability.However,due to various complicated historical reasons,two different endowment insurance systems have been implemented for many years in our government institutions and enterprises.This dual-track pension insurance system not only fails to narrow the initial distribution gap,but also further widens the income distribution gap,which is contrary to the principle of fairness in the social security system and is not conducive to the rational flow of talent.To this end,it has initiated the process of reforming the integration of pension insurance for the government institutions and endowment insurance for the enterprise employees in China.On the basis of collecting and arranging relevant documents on the reform of the endowment insurance system of the government institutions at home and abroad,the paper takes the endowment insurance system of the government institutions as the main research object and defines the relevant concepts.By using the methods of literature research and historical analysis,this paper traces the development of China's pension insurance system from dual-track to unification for as long as 60 years.In particular,it have sorted out the problems in detail still faced by government institutions after implementing the pension insurance system.For example,the progress of reform is still relatively slow,institutional integration has put pressure on the finances,social equity issues are still outstanding,post-bending pension management and related supporting measures are not in place,and many other issues.To address these issues,the paper proposes to improve relevant systems and carry out relevant training to ensure the normal operation of the system;to reduce the conversion cost in multiple ways,and strengthen the management of nominal accounts to reduce financial operating pressure;to eliminate the internal and external differences in organization,and narrow the gap between enterprise annuity and occupational annuity to promote fair realization;to strengthen the service capacity of the agencies,and realize the maintenance and appreciation of funds to increase the management level,hoping to face the realistic problems and the future development trend of the pension insurance of the government institutions in our country from the rational perspective.
